I don't understand, why wouldn't they include some military decals in the kit? That paint scheme will be difficult to do. It seems like a poor marketing choice to me.

Although, compared to the 1/48 Academy kit I am currently building, this thing would be a breeze to build with its 2 piece main body (I have to join 13 parts together and a bucket of putty for the same thing).
