does anyone know where to get some polystyrene sheets and round stock and is it even available? otherwise how do you scratch build parts?

Try a good hobby shop or online. Look up Plastruct or Evergreen Plastics. Both companies make various sizes and thicknesses of sheet plastic, rods, tubing, architectural shapes, etc., etc. for scratch-building. They are all you will need.
