Can anyone suggest a good paper circle cutter? I know some of them won't cut circles small enough for my purpose. I've drawn some roundels, in 1/48th scale, which I'd like to print onto white decal paper. I'm looking for a circle cutter to neatly cut these roundels from the white background.

I use an Olfa Compass cutter for that purpose. And i am guessing most of the members here use it too as i bought it after reading about it here. Here is a link for more information ==> OLFA

I use the same circle cutter model
Although is a very good tool, I've noticed that is more precise to obtain middle size/big circle. (at least a diameter of about 3-3.5 cm)
Is less precise and not so easy to use if you need smaller circles or if you have to cut rather thick plastic sheets
