Painting -Spinner concentic rings?

Hi
Could anybody tell me the best way to do these spinners please like on the Mess. 109's please . There must be a good and easy way to do this painting . Thank you in advance

Do you have a third hand tool?
Mask the spinner, mount a pencil in the third hand, then spin the spinner on your work surface with the pencil adjusted to the proper height of your ring. This ensures that the ring will be parallel to the spiner's plane of rotation. Adjust the pencil's height until you've drawn all the rings you want, then carefully cut away the mask in the areas you want painted.
