What are the blue and yellow colors for the P-26A equivalent in Model Master enamels and Testors enamels? Is Intermediate Blue FS35164 a close match?

I'm no expert on US colours, but Intermediate Blue wouldn't be a good match at all, being much duller and greyer. The colour used pre-War was known as Light Blue 23 (although it's hardly what I'd called "light"). Dana Bell gives an FS35109 equivallent, but cautions that it's a poor match - Light Blue 23 should be stronger, a little greener and lighter, and glossy.

Looking on IPMS Stockholm, they don't offer a model paint match for ModelMaster. All they have is a recipe for mixing 35109 - but remember, Light Blue 23 should be lighter and brighter than that.

So, I'd try a mix of Testors Bright Blue and True Blue, with maybe a tiny touch of Willow Green added. (Note: I'm only going by Testors' paint charts and haven't seen how the colours dry for real.)

Yellow #4 is described as darker, yellower and weaker than FS13432, but for modelling purposes I'd go with Testors' Insignia Yellow as "near enough".
