How close is the MH-60S to the Standard UH-60? Can I use an Italeri UH-60 kit with some Cobra Company resin bits to achieve this? Of course I would have to create my own decals...

Yes, sort of. The biggest difference is teh folding naval rotors. They are hinged to fold at the root and the blades are angled to allow the fold. You can see it below.
I modified the standard rotor head and blades for my USCH MH-60J build.
You also need to use the square, folding stabilator. Other than that and the added bumps and bulges for the Navy, it is pretty much a standard MH-60L.
