It's in front of a building at Buckley AFB in Aurora, CO. Raising the base would fix it, but wouldn't it be much simpler to simply rotate the blades so that one is pointing straight up?

They were probably afraid of someone tripping over the two blades that would be angled down and out... gotta protect people from themselves after all...LOL
