I've seen this before a few years ago,very impressive.I guess you could say it is the ultimate scratch built model.

Hyder, the guy who did the 777 was hired by Singapore Airlines do help with the floor layouts. Maybe the advert you saw was from them.

Certainly I would consider this model aircraft scratch building of the highest order, just not plastic scale modeling.
The best scratch builder I've ever seen is a guy from Great Britain who builds 1/8 scale Porsche race cars. Every single part,including nuts and bolts has been duplicated. And he does it with the same hand tools we use. He doesn't even have Dremel. His average build time is 3-4 years. Then he just puts it on a shelf with his other Porsche models.
