During Nam, could a USAF Phantom carried one ECM pod and three Sparrows, like I have illustrated on the picture below. Let me know please, thank you.

It could and did, although I beleive that it was generally the Wild Weasle F-4s that carried the ECM pod on one of the front Sparrow attachments.
Normally, 3 Sparrows, an ECM pod, 4 Sidewinders, pair of Shrike and a pair of Standard, for a heavy Wild Weasel load in Vietnam, once the Anti radiation missiles were expended, it could then get into an air to air fight with migs if fuel and time permitted.
With modern F-4Gs, they generally carry 4 HARMS, one on each wing pylon, the ECM and 3 Sparrows for self defence, gone are the sidewinders, as they really don't need them, as they would go in under the cover of F-15s and F-16s to protect them against enemy AC.
The F-16 (G???) is replacing the F-4Gs in this role.

You are refering to the Block 50/52 F-16CJ and the F-4G retired after ODS so there was a short gap in in dedicated SEAD (Suppression of Enemy Air Defenses) aircraft - aside from the EA-6B Prowler. In that gap, you had HARM armed F-16Cs but they weren't dedicated. By about KFOR time, the CJs were up and running dedicated missions. They usually carry LANTIRN pods, AMRAAMs on wingtips, sidewinders on outer pylons, 2 HARMS, 2-3 fuel tanks, and a combination of dumb and CBU bombs in place of other pylons.
