Pretty good start.
The whitewash looks a bit uniform and could use some shadows or a wash, especially around the hatches to give the Wirblewind a bit more depth. And if it's snow, it should be deeper, obscuring more and not adhere to the vertical surfaces.
Also, the guy with the binoculars might be more effective to the story if he were looking in the same direction the guns are pointed.

Remember the tanks were covered with a white coating and over time the original colors will bleed through. Plus footprints and dirt and other stuff would be much more prominent on white.

Ok well since this is the critics corner im going to be pretty honest with you and please dont catch the wrong idear.
1.) My first thing is, the concept for the diorama is flowing in every which direction it can be. For instance, you have 2 men in a cautioned position that almost looks like they are looking for the enemy through the windows. Then you have the 2 figures in a relaxed position, as if they were looking up into the pretty sky watching the plane get shot down. On the other side of the diorama you have the high ranking officer looking up into the sky looking for airplanes, but I think he would rather be concerned on what the AA gun is firing at. This can all be fixed by simply moving the figures around.
2.) For the guy holding the panzer faust there is a gun in his other hand if im correct? He seems to be holding the MP 44 somewhere around the barrell. Im not sure if you have ever held an MP44 before, but they are a good 20 lbs. The gun is also very tail heavy. So it would be slanted back at a very harsh angle. Which brings up another point that he would have lost his grip on the gun causing it to fall down. The point im trying to make overall is, is that that doesnt look like a very comfortable position to be holding a gun in such a relaxed time. Do you catch my drift?
3.)Ok, for the buildings. You have done a pretty simplistic job on them. You can first start off by making a raw umber base coat. Then take some burnt sienna and drybrush that over the brick parts. You can take whites and darks and mix it with that and apply it to different bricks aroundt the house. Since we are off the painting part of the buildings lets move on. The buildings have obviously been hit by some very hard shelling or bombing. And you can see that more than half of the building is missing because of it. The question im asking myself is, what happend to the other half of the house?! So you might consider putting some rubble in the streets.
4.)The tank looks very good. But you might want to change a couple things. First thing is, is the white wash. I find it hard to beleive that the entire tank would be painted with whitewash for a number of reasons. One, because it is extremely hard to remove the remains of whitewash therefore reminding the men that they do not want to clean it up. Two, Im not sure of how much time the crew had to paint the tank, but it being spot on like it is in the diorama, that looks like it could have taken up to a full day to paint. The tracks also look like they need some snow in them.
5.) Since I just listed all the stuff that might need to be improved. I would like to list all of the stuff that I do like. I really think you have a good start on painting figures. Although those are Tamiya figures you have done a great job on the detail. The AA tank looks like it was built superb. The propoganda posters were set in a good spot and brings attention to the officer and the figure standing with the panzer faust. The figure inside the AA gun definatly looks like hes directing all of his attention to shooting that plane down, which in real life thats what they do. The snow is excellent, it looks very realistic.
Well, thats about it. You definatly have a talent for modeling. You should stick with it and keep on painting and making models. Good luck and cant wait to see your next diorama!
