Yes, you can. Look at the Hyperscale.com page and see the Isra Decals site. They have a special conversion set for the F-16 which is meant for the Tamiya kit, but no doubt can also be used with the Academy one.

I would say that if you need to buy conversion set, this means that you cannot build the Israeli variant from the Academy kit itself and this I believe is what Mike asked about.
Also note that the fact that IsraDecal set is designed for Tamiya means that it most likely cannot be used with Academy model, as most parts may not fit at all. Academy kit is significantly different from Tamiya one.
