I also thought something to do with aligning the runway when I saw the photo. However, wouldn't the central column block the sight of the pilot? He/she wouldn't see the runway and the plastic balls simultaneously...
Maybe they are balls of fire? To boost confidence? (hmmm not only my answer is sexist, it's also a repetition of my previous answer.)

So are they something like the truckers use, similar to their white balls on sticks to see where the nose of the truck ends to help them maneuvre in tight spaces? Yet I don't see how you can do that using those balls in the cockpit...

They are called "eye level indicator", and my guess is that's a seat positioning aid for the crew.

When the black ball covers up the white one the crew's eyes are in the optimum postition for visibility during landing.

It's a Do-19, four engined bomber from the "Ural bomber" programm, which Ernst Udet cancelled and the Reich never got a proper strategic bomber.

Well, it was more a matter of luck while googling than my knowledge. Ok, since we talk about four engined bombers.... what does this particular plane has to do with me (except that I try to build a model of this machine). Should be easy, but probably not at the first glipse.
