My last offer: He 115. There was a version with strengthened floats for landing on ice and I'm guessing it may have had storage and steps built into the floats.

The HE114. Possibly since it was a biplane the storage would have been needed.

Graeme has gotten it finally. Good job.
The He 115 had steps that depressed into the wing surface when pressure was placed on them, but could also fold open to become storage lockers. There was one on the left side and three on the right side at the wing root.
