I've been watching this one from the sidelines. You might help your case by having an admin add "campaign proposal" to the thread name. That MIGHT help.
I myself have an old Monogram C-47 Spooky gunship kit in "Heritage" 1/90 scale that I got as a gift over 20 years ago. Admittedly though, it's got a base coat of silver on the parts (unassembled), and the landing gear has been chopped up in the start of an attempt at modeling the gear up, maybe 15 years ago, so I don't know if that would qualify as under 10% or whatever your campaign proposal requires.
I discussed this kit earlier in the Hangar Queen 2 campaign, but I was in too many campaigns last year and never go to it. I've changed my ways for 2013! You can officially count me as interested.
What is the proposed campaign length? When were you hoping to begin? I think I read everything in these three pages, but I didn't see that info.

Sean Ive done that and it will be the same as with other campaigns six month build time (the only one that is running longer is the Diorama campaign as it is an operation not a campaign like the Hanger Queen ones have been) and start date you will be looking mid year onwards as we have campaigns starting every month up to July at the moment

We already have a campaign set to start in July so yours would be a start date of August
As we have discussed many times before the interest shown needs to be 10 before we set up the enlist page after 10 people show interest if only 8 enlist when live that is fine as there were originally 10 people showing as interested originally. The live enlist page and enlistees is separate from people showing interest in the campaign.
The Porco Rosso campaign had 10 people say they were interested in the campaign before we set up the enlist page see the Porco Rosso thread where you asked about the enlist button being set up before having 10 interested.
Also I have noticed on the Porco Rosso campaign that there has been no activity since September only 5 replies in the thread and it ends Feb and as far as I can see from that thread no one appears to have started the campaign as no in progress builds are showing in it and no finished items in the gallery.
Historic Forma is a separate forum to this one that has a much lower membership and participation than we do you only have to look at the posts of their forum to see this so it is not fair to compare the two sites in this way. To be fair it is not ideal to compare any of the sites/ forums against each other as they are all different and individual.
I do think your campaign proposal is a good idea but as you have said it might not be to everyone's taste as it is a closed subject. I know the more popular WW1, WW2 and modern jets have had campaigns run for themselves such as P-51, Tomcat, Phantom etc with lots of interest. Some other campaigns that may have had issues ended up being open to the whole of the manufactures aircraft range rather than just a set period such as the Mig campaign, Sidney Camm Campaign, BAE Campaign etc.
Also I have gone through all the finished campaigns back to 2003 and very few of the campaigns are set to specific aircraft/ time era nearly all have just been an open theme such as fighters, bombers, transport/support aircraft and the majority have done ww2/ ww1 entries out of their own preference.
