Yes Zoomie50 you've got... half the problem solved!
It was the Dewoitine D 510!
Now you can concentrate on the second part of the question:
why were the british experts VERY disapointed when they first examinated the airframe?
Some hints:
- It was not because of the overall performance of the plane wich was almost obsolete at this time!
- The RAF only ordered ONE plane and had no intention of ordening more! (The Spitfire prototype already flew at that time)
So what was the problem?

Just guessing. Maybe it's the fixed landing gear that made it outdated.

Despite its poor performances (the D510 was hoplessly outclassed by it's opponents at the 1937 Zürich meeting) the plane had one technical aspect wich was of interest for the british military engineers.
They wanted to look at the airplane only for this technology! What was it?
Sorry, it was not the fixed landing gear!

I guess one Oerlikon 20mm and two 7.5mm is not enough. I wonder if they wanted eight .30 cals. :-)

Would it be because the 510 was one of the first fighters to use the 20mm Hispano Suiza cannon firing through the propellor hub?

Here's the whole story:
The RAF wanted to take a close look at the french "moteur-canon" and ordered one plane. The aircraft was delivered at the Aeroplane and Armament Experimental establishment on August 21th 1936. But when the experts examined the motor, they saw the D510 was unarmed! Damned! Bloody Frenchmen!
In fact, the guys at the Air Ministry simply forgot to order the armament with the plane! The only british D510 remained unarmed...
